Intel users are able to modify various settings for their ARC gpus via gui thanks to ARC OC Tool. Controls include Frequency, Voltage, Temp and Power limit.
Curious characteristic of the Tool(mentioned by the author):
There are two ways to overclock the Arc GPU: offset and lock. With Offset you can “unlock” the higher parts of the GPU voltage-frequency curve. Links
